In
order to improve the entry and exit convenience of foreigners in
Guangdong Province, attract more foreigners to visit Guangdong for
sightseeing and participate in economic and social construction,
promote the orderly flow of Guangdong-Hong Kong-Macau Greater Bay
Area elements and play a positive role in Guangdong-Hong Kong-Macau
Greater Bay Area's regional economic development, Guangdong Province
will officially implement the 144-hour visa-free transit policy for
foreigners from May 1, 2019. Due to the epidemic situation, this
policy has been stagnant for some time, and some embassies and
consulates in China have resumed the 144-hour transit visa-free
policy, so it is necessary to re-understand the content of this
policy here in order to help foreign friends who plan to come to
China.
为提升广东省外国人出入境便利水平吸引更多外国人来粤观光旅游和参与经济社会建设促进粤港澳大湾区要素有序流动为粤港澳大湾区区域经济发展发挥积极作用，自2019年5月1日起广东省将正式实施外国人144小时过境免签政策。由于疫情原因该政策停滞了一段时间，现部分国家驻华使领馆已恢复实行144小时过境免签政策，所以有必要在此重新了解下该政策内容，以便帮助有计划来华的外国朋友。

Persons
from 53 countries who hold valid international travel documents and
joint tickets to third countries (regions) with fixed dates and seats
within 144 hours will implement the transit visa-free policy within
the administrative area of Guangdong Province. Transit foreigners can
choose to enter from any of Guangzhou Baiyun Airport, Shenzhen Baoan
Airport and Jieyang Chaoshan Airport, and leave from any of the 32
open ports with passenger transport function in Guangdong Province.
53个国家持有有效国际旅行证件和144小时内确定日期、座位前往第三国（地区）联程客票的人员，在广东省行政区域内实施过境免签政策。过境外国人可选择从广州白云机场、深圳宝安机场、揭阳潮汕机场空港口岸中的任一口岸入境，从广东省具备客运功能的32个对外开放口岸中的任一口岸出境。

Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany,
Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg,
Malta, the Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain,
Sweden and Switzerland.

present, there are 32 open passenger ports in our province, which
apply the 144-hour transit visa-free policy. They are:

二、广东省144小时过境免签的四大亮点
First,
the time limit for transit visa-free stay has been substantially
extended. The visa-free transit period has been extended from 72
hours to 144 hours, giving foreigners in Guangdong province ample
time to engage in business talks, family visits and other activities
to promote the development of the inbound tourism market. Visa-free
transit time for foreigners from the entry of the next day at zero
hours, 144 hours visa-free stay, that is, a continuous stay for 6
days;
一是过境免签停留时限大幅延长。过境免签时间由原来的72小时延长至144小时，使到广东省的外国人能够有充裕的时间，从事商务会谈、旅游探亲等活动，促进入境旅游市场发展。外国人过境免签的时间从其入境次日零时起，144小时内免签停留，也就是可以连续停留6天；
Second,
increase the number of visa-free entry ports. Guangzhou Baiyun
Airport, Shenzhen Bao'an Airport and Jieyang Chaoshan Airport have
been increased from one entry port originally limited to Guangzhou
Baiyun Airport;
二是增加过境免签入境口岸。由原来仅限于广州白云机场1个入境口岸增加到广州白云机场、深圳宝安机场、揭阳潮汕机场3个入境口岸；
Third,
increase the number of visa-free exit ports for transit. From the
original limit of leaving Guangzhou Baiyun Airport, you can choose
any of the 32 open passenger ports to leave.
三是增加过境免签出境口岸。由原来仅限于从广州白云机场出境增加到可选择32个对外开放客运口岸中的任一口岸出境。
Fourth,
the scope of visa-free activities remains unchanged. The scope of
activities of transit visa-free personnel covers all administrative
regions of the province.
四是免签活动范围不变。过境免签人员活动范围覆盖全省行政区域。

How to go through the formalities
三、如何办理手续
A
special 144-hour transit visa-free inspection channel will be set up
at the scene of entry and border inspection at the above ports,
eligible passengers who obtain a temporary entry permit at the port
can enter without a Chinese visa and stay in the administrative
region of Guangdong province for 144 hours.
在以上口岸入境边检执勤现场均设立144小时过境免签专用检查通道，符合条件的旅客在口岸取得临时入境许可后不需要办理中国签证即可入境在广东省行政区域内停留144小时。

注意事项
According
to the relevant provisions of the Law of the People's Republic of
China on the Administration of Exit and Entry, transit visa-free
aliens shall carry their valid international travel documents with
them after entering the country to accept the inspection of the
public security organ and handle the accommodation registration in a
timely manner as required. Among them, those who stay in hotels
should register in accordance with the hotel industry management
regulations. If you live or stay in a residence other than a hotel,
you or the host should register with the local police station within
24 hours after you stay.
根据《中华人民共和国出境入境管理法》有关规定过境免签外国人入境后应随身携带本人的有效国际旅行证件接受公安机关的查验并按规定及时办理住宿登记。其中在旅馆住宿的应按照旅馆业管理规定办理入住登记。在旅馆以外的其他住所居住或者住宿的应该在入住后24小时内由本人或者留宿人向居住地的公安派出所办理住宿登记。
Visa-free
foreigners in transit should leave the country on time. In case of
force majeure and other reasons, those who cannot leave the country
on schedule, really need to stay or need to exceed the scope of
activities in the administrative area of our province should apply to
the Exit-Entry Administration Department of the local public security
organ for a stay certificate in advance, and the Exit-Entry
Administration Department will issue the corresponding stay
certificate according to the reasons for their stay.
过境免签外国人应按时离境。对遇不可抗力等原因无法按期离境、确需继续停留或者需要超出我省行政区域活动范围的应提前向所在地的公安机关出入境管理部门申请办理停留证件出入境管理部门将根据其停留事由签发相应停留证件。
If
transit visa-free foreigners violate Chinese laws and regulations
during their stay in our province, the public security organs will
deal with them in accordance with relevant laws and regulations. For
foreigners who seriously violate Chinese laws and regulations, the
public security organs will restrict their re-entry.
过境免签外国人如在我省停留期间违反我国法律法规公安机关将依照相关法律法规予以处理。对严重违反中国法律法规的外国人公安机关将限制其再次入境。
The
border inspection authority will not issue a temporary entry permit
for those who have a passport or other international travel document
with a valid period of less than 3 months, or who have a stamp of
refusal from our visa authority, or who have a record of illegal
entry and exit, illegal residence, or illegal employment within 5
years. At the same time, the border inspection authorities will
implement the punishment of the 144-hour transit visa-free entry
aliens who stay overdue according to the guidance of the competent
department of the Ministry of Public Security.
对具有所持护照或者其他国际旅行证件有效期不足3个月的，或有我签证机关拒签章戳记的，或5年内有非法出入境、非法居留、非法就业记录等情形的人员，边检机关将不予签发临时入境许可。同时，对逾期停留的144小时过境免签入境外国人的处罚，边检机关将按照公安部主管部门的指导意见执行。
